v3.0.04b producing BST timestamps

Hi Alan,

Just spotted that the XML file generated by v3.0.04b is adding +1000 timezone entries for programmes. This pulled a few minutes ago...

ok i'll look into it,I hadn't noticed myself as i have been using utc, i'm pretty sure that it was working shortly after the changeover as i tested it, maybe theres a small mistake in my algorithm

by the way as a temporary fix simply change the outputtimezone to +00:00
